Swedish Non-profit Association

Structured Erasmus+ youth projects — designed and delivered with care

Open Horizon (Öppna Horisonter) is a Swedish non-profit association working with the Erasmus+ programme. We design, coordinate, and implement youth exchange projects with a strong focus on quality, inclusion, and safeguarding.

Our work is grounded in clear project structures, responsible governance, and practical experience from youth work, care contexts, and organisational coordination. We collaborate with partner organisations across Europe and support the full lifecycle of Erasmus+ Youth Exchange projects.

About Open Horizon

Open Horizon (Öppna Horisonter) is an independent, non-profit association registered in Sweden. We operate within the Erasmus+ framework and focus on international youth projects that require strong structure, clear roles, and a high level of responsibility.

The association was formed to meet a recurring need observed in youth and care-adjacent contexts: Erasmus+ projects that combine international learning with realistic support structures and professional project management.

We work with:

  • Youth organisations and NGOs
  • Schools and educational actors
  • Municipal and non-profit networks
  • Organisations seeking a reliable Erasmus+ project organiser

Our role within Erasmus+

Open Horizon acts as a project organiser, coordinator, or implementation partner, depending on the collaboration model.

Responsibilities may include:

  • Project concept development aligned with Erasmus+ priorities
  • Partner identification and coordination
  • Programme design and activity planning
  • Inclusion planning and risk assessment
  • On-site implementation and facilitation
  • Documentation, reflection structures, and reporting support

All projects are implemented only after formal approval and grant agreements with the relevant National Agency.

Project design and implementation approach

We apply a structured and transparent approach to Erasmus+ Youth Exchanges.

Our standard project framework includes:

  • Clearly defined learning objectives and project logic
  • Balanced daily programmes combining activity, reflection, and recovery
  • Defined staff roles, responsibilities, and decision paths
  • Written risk assessments and contingency planning
  • Documented inclusion measures where relevant
  • Structured follow-up and learning evaluation

This framework is designed to support both participants and partner organisations, ensuring predictability, safety, and compliance throughout the project lifecycle.

Inclusion and quality assurance

Inclusion is treated as a core design principle rather than an add-on.

We have experience working with projects involving participants who may require:

  • Clear routines and predictable structures
  • Adjusted pacing and calm environments
  • Additional adult presence or support roles
  • Explicit communication and expectations

Quality assurance is maintained through:

  • Written planning and documentation
  • Defined internal procedures
  • Continuous monitoring during implementation
  • Transparent communication with partners

Safeguarding and duty of care

Open Horizon applies a structured safeguarding framework across all activities.

Key principles include:

  • Two-adult principle and clearly defined leadership roles
  • Risk assessments conducted prior to activities
  • Codes of conduct for staff and participants
  • Established routines for incident handling and escalation
  • Respectful environments with zero tolerance for harassment or discrimination

Safeguarding responsibilities are clearly assigned within each project, and procedures are communicated to all relevant parties.

Collaboration models

We collaborate in several ways, depending on partner needs:

Lead organiser with international partners

We take primary responsibility for project coordination and implementation

Co-organiser with shared responsibilities

Joint project management with clearly defined role distribution

Implementation partner responsible for delivery

We handle operational execution while partners manage application and reporting

Advisory and support role

Guidance during application and reporting phases

Roles, responsibilities, and financial structures are defined transparently prior to project start.

Transparency and governance

Open Horizon is governed as a Swedish non-profit association with formal statutes, board oversight, and documented decision-making processes.

We prioritise:

  • Clear governance and accountability
  • Separation between operational and strategic roles
  • Compliance with national and European regulations
  • Transparent communication with partners and authorities
